One honest limitation, stated up front

The Google map pack, the three business listings that appear above the normal results, requires a verified Google Business Profile, and a Google Business Profile requires an address Google can verify. If you do not have one you want to use, you cannot appear there. No agency can change that, and any that says otherwise is either wrong or lying.

Everything else remains available and is worth doing: organic local rankings, service area schema, location pages, and regional relevance signals. Plenty of service businesses get most of their search leads from those without ever appearing on the map. It is important that you know the difference before anyone takes your money.
