Paid search is the fastest way to find out whether your offer works. It is also the fastest way to spend money proving that it does not. The deciding factor is almost never the campaign structure. It is what happens after the click.
If the landing page is slow, vague, or asks for too much too early, no amount of bid management fixes it. Which is why I will not take a paid engagement on a page I think is broken without saying so first.

When paid is the wrong answer
If your margins cannot support the cost per click in your category, paid search is a treadmill and I will tell you so before you spend anything. Some South Florida categories are genuinely too expensive for a small operator to compete in profitably.
In those cases the money goes further in organic and email. That is a less lucrative recommendation for me, which is exactly why you should trust it when I do not make it.

What is the minimum budget worth running?
It depends entirely on your category cost per click. In some it is a few hundred a month. In others, spending under a few thousand generates too little data to optimize on.
Do you charge a percentage of spend?
No. That model rewards me for spending more of your money. Fees are flat and set by the work involved.
