Every one of those works for a while. All of them are explicit violations, and the cleanup after a penalty costs multiples of what the links cost in the first place. If a link is only worth having because Google has not caught it yet, it is not worth having.

Asked often enough

How many links will I get per month?

Anyone quoting a fixed monthly number is buying them. Real link acquisition is lumpy. Some months produce one link worth more than fifty from a package.

Is this safe?

Yes, because nothing here relies on Google not noticing. That is the entire test.
